Part of this total funding concerns the project “Smart Solutions for Citizen Information and Service”, under Pillar 1: Green Transition, Axis 1.4 “Sustainable use of resources, resilience to climate change and biodiversity conservation”, with a budget of €1,933,160.00 including 24% VAT.  This project includes:  • Integrated citizen information system  An integrated system for the collection, management, and utilization of city data has been implemented, supporting the operation of the smart ecosystem of the Municipality of Piraeus and enhancing citizen information. Through the central platform, existing municipal systems, smart applications, and city data sources have been interconnected, enabling the aggregation and processing of geospatial and time-varying data. The platform provides data visualization and analysis tools, supporting decision-making and improving the operation of municipal services. At the same time, citizens and visitors can access information about the city, its services, and the progress of municipal projects, contributing to enhanced transparency, participation, and effective city management.  • Citizen information system on the city’s environmental footprint  Within the framework of the subsystem for monitoring and managing urban greenery and environmental conditions, an inventory of urban green infrastructure across the Municipality of Piraeus was carried out, and smart irrigation systems with IoT sensors and remote management were installed, enabling targeted and efficient use of water resources. Smart alert infrastructures were installed at twenty-five (25) strategic locations across the city for the timely detection and management of incidents, such as natural disasters, accidents, or other risk situations. At the same time, the emergency points network was mapped, and crowd estimation systems were installed in public spaces, supporting a better understanding of citizen mobility during crisis situations. In addition, a civil protection support application was developed, through which citizens can receive immediate alerts, be informed about risk response guidelines, and report incidents, contributing to the effective coordination of competent services and improving safety in the city.  </div> </div> </div> <ul style="margin-bottom:11px;"> <li>Flood early warning system </li> </ul> <div style="margin-left:48px;"> <div style="display:flex; justify-content:space-between; align-items:flex-start; gap:24px; margin-bottom:20px; flex-wrap:wrap;"> <div style="flex:1 1 500px; min-width:300px;"> Within the framework of the action, an integrated flood early warning system was implemented, aiming to enhance civil protection and improve stormwater management in the Municipality of Piraeus. NB-IoT stormwater level sensors were installed at selected points of the drainage network, monitoring water levels in real time and transmitting data to a central IoT platform. Through the platform, supervision, data analysis, and the generation of alerts and reports to the competent services are enabled, allowing the immediate detection of potential risks of overflow or overload of drainage infrastructure. The platform was developed using modern technologies to ensure accessibility via computers and mobile devices and provides tools for posting listings, searching for items, user communication, and transaction evaluation. At the same time, features such as personalized recommendations, statistical reports, and promotional tools were integrated, enabling effective content management and active citizen participation. The role of this center includes real-time monitoring of the city through smart infrastructures, aiming to minimize the time required to detect issues and optimize the coordination of their resolution.  For this purpose, a dedicated space was configured, capable of hosting a critical number of operators, providing them with appropriate working conditions, as well as interfaces and telecommunication tools for the application of Human Intelligence (HI) in city management.  The space is equipped with communication, supervision, and control systems for the city’s smart ecosystem, display equipment (e.g. screens, video walls), and monitoring equipment (e.g. workstations). In addition, network access has been provided to smart city infrastructures and the telephone network, as well as satellite internet connectivity, in case terrestrial communications encounter disruptions. The role of this center includes the restoration of the core systems of the Operation Center as well as the Municipality’s digital infrastructure in the event of a natural disaster, as well as the 24/7 real-time monitoring of the Operation Center. Its objective is to minimize the time required to detect issues and optimize the coordination of their resolution, specifically in crisis situations. At the same time, the site also operates as a secondary operations center for the Civil Protection services of the Municipality of Piraeus.  For this purpose, the space was appropriately configured to accommodate a critical number of operators, providing suitable working conditions, as well as interfaces and telecommunication tools for human intervention in city management.  </li> </ol> <img src="/documents/20124/439223/Picture22.jpg/ab6cf89a-9cc9-e812-6d85-f975080dd5d2?t=1772023072857" style="width:50%;display: block; margin-left: auto; margin-right: auto;" /> <ol start="3"> <li> Civil Protection and Security Policy Management System  An automated information system was developed for the operation of the Security and Civil Protection environment. It supports the registration, easy retrieval, and updating of plans and actions. In addition, it provides capabilities for modeling, analysis, and management of all operational plans, full parameterization and integration of operational requirements, as well as the simulation of potential incidents and subsequent actions, and the development and execution of specific simulation scenarios. It includes a unified database for the storage and management of all operational plans.  Operational manuals for both the Operation and Coordination Center and the Disaster Recovery Site were developed. Their objective is the full documentation of operational procedures, both during normal operations and in times of crisis or disaster. These include detailed activation procedures, team structures and staffing requirements, as well as clearly defined roles and responsibilities of all involved parties. They constitute a key tool for supporting operational readiness and coordination of actions, in accordance with the established plans and organizational requirements.  Pilot evacuation plans were prepared for sixty (60) Primary and Secondary Education facilities. For each school unit, the plans include: documentation of the existing situation, analysis of the specific requirements of each structure, definition of evacuation procedures, and the establishment of an Evacuation Coordination Team with clearly defined roles and responsibilities, among others. The activation process of the plan is described, scenarios are foreseen, and the framework for cooperation with relevant external bodies (such as the Fire Service, Police, and Civil Protection authorities) is defined.  </li> <li aria-setsize="-1" data-aria-level="1" data-aria-posinset="1" data-font="Calibri" data-leveltext="%1." data-list-defn-props="{"335552541":0,"335559685":1352,"335559991":360,"469769242":[65533,0],"469777803":"left","469777804":"%1.","469777815":"multilevel"}" data-listid="19" role="listitem"> Cybersecurity Systems  </li> </ol> Cybersecurity systems were installed based on a unified architecture for protection against cyberattacks, covering the entire computing environment of the Municipality. Through this architecture, proactive threat mitigation is achieved through the use of artificial intelligence. The implementation of the system significantly enhances the protection of the Municipality’s Information System and its data, which support electronic services, file storage, and email communications. Since 1957, the Archive has collected rare and authentic primary documents, mainly from the 19th century, shedding light on the social, economic, and administrative life of Piraeus through the centuries. Through the digitization of its collections, it enables access for all to works of high aesthetic and scientific value, while also offering educational and recreational content. It hosts temporary exhibitions featuring works by contemporary artists, book presentations, musical events, lectures, and more, while also organizing educational programs for all levels of education, guided tours of its collections, and art lectures throughout the year.  The cultural material also includes movable monuments of the city of Piraeus of particular historical and cultural importance. At the same time, it supports scientific research and the study of modern Greek art history, promotes contemporary Greek—particularly Piraeus-based—artists, and utilizes technology to create virtual exhibitions and thematic tours.  The Art Gallery is part of national and international cultural exchange networks, collaborates with museums and galleries, organizes high-level exhibitions, and aspires to become an active artistic center. It includes his library, directing books and stage guides, correspondence, press clippings, photographs, personal objects, sketches and models, as well as documentation from his tours and theatrical performances around the world.  The majority of the collection has been digitized and documented according to international standards (ISAD(G) and Dublin Core), offering a complete digital archive that reflects the entire physical collection. The digitization process was carried out with great care, using modern equipment and best practices, producing high-quality digital copies in TIFF, JPEG, and PDF formats. In this way, the life, work, and artistic creation of Dimitris Rondiris become accessible to researchers, students, and the general public, while ensuring the preservation of the material for future generations. The digital archive offers a unique opportunity to explore the world of theatre through the perspective of a leading creator.  The Digital Gateway for Culture serves as a bridge between the past and the present, providing access to information, digital archives, and educational tools that bring the rich cultural heritage of the Municipality of Piraeus closer to every citizen. The transformation of Piraeus into a modern “Smart City” lies at the core of the Municipality of Piraeus’ strategy for 2030, in alignment with the directions of European, national, and regional policies. The Municipality’s vision is to shape the identity of Piraeus as a Sustainable City, based on participatory planning and the active and continuous involvement of citizens and local stakeholders, without exclusions.  The smart city platform operates as the central tool for the management and monitoring of the Municipality’s digital infrastructure and services. Through the platform, data are collected from sensors, smart devices, and municipal applications, enabling real-time analysis of information.  The Municipality of Piraeus implemented the procurement of modern equipment and specialized software for the smart upgrade and improved management of the urban environment at neighborhood level. Within the framework of the project, smart city technologies were utilized, enabling the collection, processing, and analysis of data related to the daily operation of the urban space, such as environmental monitoring, infrastructure management, and the enhancement of citizens’ quality of life.  Within the framework of the development of the smart city of the Municipality of Piraeus, intelligent technologies are utilized to improve citizens’ quality of life, enhance safety, facilitate communication with municipal services, and support the sustainable management of the natural environment.  The key pillars of the project included the installation of modern equipment and infrastructure to support the smart and citizen-friendly governance of the Municipality of Piraeus, as well as the effective management, organization, and control of the related digital applications.  The project included the development of software applications, the installation of digital infrastructure and equipment, the implementation of a fiber optic network and Internet of Things (IoT) infrastructure, as well as the procurement and installation of sensors for measuring environmental and operational parameters, such as air and noise quality, energy, and human presence.  <img align="left" hspace="12" src="/documents/20124/438662/Picture8.png/466dc9ce-6b6e-bc14-6dfd-f8bf61918dda?t=1772018068841" style="width:501px; height:271px" />1. Energy and Building Infrastructure Monitoring The Municipality has installed energy consumption monitoring sensors in municipal buildings (offices, school units), enabling the tracking of actual electricity usage. These data allow for the identification of consumption levels exceeding the average, the implementation of energy-saving measures, and the reduction of operating costs.  At the same time, in school buildings, oil tank monitoring sensors are used to ensure the adequacy of heating fuel, as well as water consumption sensors, in order to avoid waste and promote the rational use of resources.  Additionally, through water leakage detection sensors, the Municipality can intervene immediately in cases of issues, reducing maintenance costs and preventing water loss.  <img align="left" hspace="12" src="/documents/20124/438662/Picture9.png/d5c8bf2f-6cb6-a54b-7c75-4c4da7abdb4b?t=1772018068998" style="width:554px; height:309px" /> 2. Air Quality, Noise and Environmental Monitoring  To improve living conditions, the Municipality of Piraeus has installed air quality sensors in offices, which record levels of carbon dioxide and other pollutants, contributing to the creation of a healthier learning and working environment.  At the same time, sensors have been installed in open public spaces to measure air quality, temperature, and humidity, providing critical data for environmental management and the protection of vulnerable population groups.  Furthermore, the Municipality of Piraeus has installed noise measurement sensors on central roads and in high-traffic areas.
