Digital Strategy

Technology is now evolving into a strategic pillar of development, transparency, and social cohesion, as digital transition constitutes a national choice that reshapes the functioning of the state and its relationship with citizens. The Municipality of Piraeus actively participates in this transformation and continues to evolve, prioritizing technological autonomy and investing in data with the citizen at the center. The fast and efficient service of citizens and visitors constitutes a key pillar of the Municipality of Piraeus’ modern governance. 

 

The digital transition of the Municipality of Piraeus is the result of a comprehensive and coherent strategy, designed around clear pillars and implemented methodically since 2018. Significant resources from European and national funding programs, such as the Integrated Territorial Investment (NSRF 2014–2020) and the Recovery Fund, have been directed towards projects that support digital transformation and smart city technologies. One of the key challenges for Piraeus is to encourage citizens, entrepreneurs, and stakeholders to actively participate in the life of the city. At the same time, the Municipality promotes citizen participation through volunteer networks, which have a strong presence in city life, as well as by encouraging independent initiatives by groups of citizens. Within the framework of achieving the vision of the Municipal Authority for Piraeus as a modern business, tourism, cultural, maritime, and commercial destination of international scope, with substantial environmental and social added value for residents, workers, and visitors, the Municipality’s Digital Strategy has been designed and is being implemented. 

 

The first Digital Strategy 2018–2024, which was approved by the Municipal Council on September 17, 2018, included projects with a total budget of €15 million, with the Integrated Territorial Investment for Sustainable Urban Development of Piraeus serving as the main funding instrument, contributing €6 million. The vision of a smart, open, and interconnected city is fully aligned with the priorities of local, regional, national, and international policies. By supporting reforms in the public service delivery model, strengthening the digital transformation of businesses, and promoting startup and innovative entrepreneurship, the strategy contributes substantially to local and regional development and serves the central objective of improving quality of life. 

 

The current Digital Strategy 2022–2030 includes projects with a total budget of €44.4 million, with the Integrated Territorial Investment for Sustainable Urban Development of Piraeus and the Recovery and Resilience Facility (Greece 2.0) serving as the main funding instruments. Through targeted actions that leverage local and regional competitive advantages and place the citizen at the center, the Digital Strategy defines a development framework that connects infrastructure, strengthens innovation, and improves everyday life. 

 

In summary, the strategy aims to interconnect the city’s infrastructure and optimize its operation, transform the city into a living lab of innovation, utilize technologies that improve quality of life and ensure equality and well-being, promote modern models of participatory governance, and ensure greater mobility and access to opportunities for all citizens. In this way, Piraeus charts a dynamic course towards a smart, sustainable, and interconnected future.
